I'm in the same boat, afaik you can't unlock iPhone 3gs with newer Boot rom, ipt3 and baseband 5.12.01. and os 3.1.3.

If you just want to just jailbreak, the new spirit jailbreak provided untethered jailbreak.

Amricane, can you jailbreak a 3gs on 3.1.3 firmware and 5.12.01 baseband using Spirit. If so do you have a link?

I am in the same boat. Does the phone have to be unlocked to use in Nepal?
Can the firmware be downgraded to unlock?

For sure Dude !!! You need to jailbreak and unlock to be able to use Iphone in Nepal.
The main thing you asked about downgrading is:
It is POSSIBLE if you had upgraded your Iphone via Cydia using its guidance.
But IMPOSSIBLE if you had done it via something else.

Hope this helps you out.

call at&t 611 and ask them to unlock it - they do it, if the plan is already expired.
