It is for a friend of mine who is a US permanent resident. He has been permanent resident of the US for four years. He recently went to Nepal and got married to a Nepali girl. He came back last month and already applied for I-130 for his wife. Now, he wants to bring her to the US asap. Can she apply for a visitor visa? It is still one more year when he becomes a US citizen. Any ideas??

Negative, she won't get a visitor visa if her husband has filed I-30 for her. The consular will say your petition on the way, please wait for that.
Probably there will be little chance if she apply as a single (not married, don't ever mention about her husband ) But it will lie to the embassy whice might have a problem for her in future. I recommend her to wait util her visa available.
There could be other ways but I don't know................................

Can she apply for a visitor visa?
Technically, she can apply any kind of Non-immigrant visa. Practically, its really hard to get approved. There is no specific form of documentation but she has to convince consular officer that she truly intends to get back to her home country after temporary stay in the United States. Basically, she has to show “STRONG TIES" with her home country. If she has really high paying job, then that might help...
Probably there will be little chance if she apply as a single (not married, don't ever mention about her husband )
I strongly suggest not to even think about it. He already submitted I-130 which means he shared his date of marriage with US immigration. I am not sure whether USCIS will share the personal information with other agency or not but as soon as the case goes to National Visa Center ( NVC) , it will share whole information to US Embassy ( Kathmandu) and he better know what will happen with his petition. BIG time SCREW>>>>>

There are still loop holes on the rule but it might not be worth it....if things do not go on her way then she could face criminal prosecution, including fines or imprisonment. If you don’t get REF on your petition, your wife should be her within 3 months after your citizenship.
Best bet:
I know its hard but PATIENCE is the best course of action. Keep in touch with her and brief her how the system works. as soon as you get oath ( Naturalization), call USCIS to upgrade your petition to CR-1...good luck

Most probably, She won't get a visa if she says truth. Yaa, if there is alternative way( lie ). And, if the immigration finds that she lied to get a visa then she might be sent back home from the US custom (worse case). I know one lady lied to get visa at the interview then she was caught at the US immigration and sent her back. It was a same case as yours, even the guys was US citizen. She lied at the embassy that she was single.
there is always chance but think before apply. I prefer to wait for her own immigration petition.

Anyway, if your friend knows how to use his brain before he opened his pant zipper, he wouldn't have to suffer like this..
Once you married in Nepal. This is what you suppose to do before you file. TRUST ME, THREE PEOPLE I HAVE KNOWN IN MY CIRCLE DONE THIS PROCESS.
Here is an example.
In NY there are plenty of Womens' Workshop and Seminars in different fields. Women fashion Seminar, Women Wedding Education Semminar..bla bla...
Seminars are from 2 to 5 days and it happens once a year, it depends, you know. And the costs are range from $300/day to $600.
So What you do is call those seminar event manager and tell them of your female friend/gf like to attend the seminar. And you want to pay her attending fees in advance..
You request them to write a Seminar attending Invitation Letter to her so she can show to Counsel there for visa.
Basically Women can get visa easily because its Women related Seminars..
So Once she come over here, Hey start filing. live together....and its all process.
