In Nepal, I think citizenship card is needed before a passport can be issued. But from what I know, citizenship can not be not issued until the person is 16 years old. And without a citizenship, passport can not be issued. In that case, how can a 15 year old travel outside of Nepal (say US) ? It would appear that he/she would be too old to be included in the mother's passport. Anyone has any idea?

For minors you don't need citizenship card. Just show the "Nata Praman Patra" of the parents which proves that the minor is son/daughter of the parents who have citizenship. and request the guy to make separate passport for the minor.

Kirsten, ____ is right. You need to produce the Minor Identity Card which is prepared by Distrtict Administration Office, [taken for granted that the father is Nepali citizen] when you are within Nepal. If abroad you need to submit a birth certificate along with the application. Usually, minors that can sign for themselves are issued a seperate passport.

Ok..thanks guys..but what document is needed to prepare/provide a proof of "nata praman patra" or a "minor identity card"? What document will the CDO office ask for?
