Based on what I know, the only option to dial nepal is through skype's international calling rates. But there's one other option. We can get the local calling number so that they don't need to use internet to call. But I couldn't get information on it either.

The issue how does skype work when dialing from internet-based skype to other country's landline? Therefore, as long as you are on internet, open the Skype application on your computer with intermet connection, when you try to dial the landline phone number of another country.... the rate for that landline prevails.. that's it.
So, you can open the skype account, charge with credits using credit card (pay $2.95/month for unlimited calls to USA/Canada).. then send the username and password to Nepal. Now you relative/friend can use that information, and call you (residing in USA/Canada...) for free.
But you cannot use the same account with that $2.95 credit to call back to Nepal. It still charges $0.35-$0.39 per minute. Even if a guy is in Nepal, using Skype and trying to call his neighbor next door pays the same charges... ha ha...
Skype is bullshit.. use voipdisocunt.com pay 10 euro, and you get 120 free days to call more than 20 different countries for FREE. Give the account to your friend/relative in NEpal.. they can not only call you residing in USA/Canada.. but also they can call their friend in many other countries.. (OF COURSE... it's Computer to Landline calls)

dharane_kancha, Your idea is fantastic but it's not new in business! Many business people are already using internet call in Nepal illigally.
In fact, Internet Incoming call in Nepal is Illigal. Nepal Telecom Authority (NTA) has not allowed any incoming call to NTC gatway from internet. Reason is obvious; their monopoly and cyber lawless.
Small telecoms like UTL in Nepal sometime illigally use internet incoming call by bypassing NTC getway. It works by using VOIP link between VOIP server and UTL switching system. You can realise it sometimes when you call to Nepal from abroad and your call receiver gets UTL numbers in caller ID. It was popular as calling card makers paid good amount to UTL but later when NTC discovered that trick, NTC warn UTL and now UTL also banned that.
It is also somehow linked with Indian telecom. As nepal banned internet call, most of legal calls from abroad passes through Indain telecom to Nepal telecom. So, When people from abroad call to Nepal, people are paying some money to indain telecom as well.
So, simply: Internet call receiveing in any telephone set connected with NT-network in Nepal is illigal. It is not allowed unless NTA changes communication law.
You gave a lot of incorrect information, so I just want to clear that.
NTA is agaist the VOIP, is because it is against the law, not the monopoly. now u can say, that is also illegal too, or not competitive too.
The reason behind that ban was these small call-bypasser were not registered to the Nepal government, hence they dont have to pay any tax, while NTC always pay tax for these international call.
Next thing is that UTL never supported VOIP, they also have their own gateway, so it will hurt their revenue too. The reason behind u saw a lot of UTL nummber on those call were, that time UTL phones were easy to get, and there was no mero mobile too and call bypasser can change their locaiton at any time. So they can avoid any police raid, while using fixed line, NTC can always easily track their location.
So now a days, u can see a lot of mero mobile number, reason they can easily get the sim cards.
This kind of illegal bypassing is biggest threat for country security too. Recetly Indian government has asked all operators to pass their all international calls to certain locaiton, before completing calls with customer, so that they can easily track the record too. I think thats the reason you should be regisetered at government

khoi_k_khoi_k, Sorry to say I don't agree with you too. VOIP itself is not illigal. It's new technology and New technology survives due to its efficiency. It's NTA who didn't allowed to use VOIP NOT because of incompetitive, IT's because of their MONOPOLY. If it is due to incompetitive, there are big companies who indeed pay tax and want to establish VOIP connection. But NTA don't allow to do these coz NTA don't want to give any big deals except NTC. NTXT, if you don't believe UTL did those illigal activities, You or UTL can file case against me and then I can produce sufficient proof for that. I got proof for all these activities. Next, I agree with you that these days other people are doing these kind of activities using different SIM cards. What do you say about it, are those people are using VOIP coz VOIP is incompetitive technology?? IT's completely due to monopoly of NTA and NTC.

But still I am not agreeing at your points. YES, VOIP is not illegal, that's why we can use the Messenger, Skype and magic jack application, from Nepal, which is based on VOIP and SIP protocol.
I know there was time, when World link used to block these kind of protocol, so that we were not able to have voice conversation through Messenger.
As everybody, is using it. We cannot say NTA is not allowing it. Not only that, 1425 NTC and some 1202 of UTL calling code are based on VOIP. NTA is not allowing to have business calls for other users from unauthorized people. The only reason is Nepal government will not make any revenue for such calls.
The main thing I was not able to understand is why you are accusing NTA will not allow the VOIP for NTC. As both are completely different company and NTA will not get any bonus from NTC too. The only reason NTA is not allowing it is revenue as I have stated previously.
I did not know the internal details about UTL, as you might know. But that big antenna at the UTL office at putalisadk was for their international gateway. So my personal belief is that they will not allow such thing. If some staffs will help you to get phone easily does not mean that UTL is helping it.
I have found the some old sajha link where they have calculated how much of money these calling card people will make. Note that government will make 20% of that money as tax, if it is passed through authorized company
any $ 5 dollor card in for example in tomatotel cost you $5.39 ($0.39 is some kind of surcharge fee)
suppose that they are routing around 400 calls in weekdays and 700 calls per weekend (I think 400 and 700 are quite low number for these well know VOIP call generator sites)
that means they are routing 400*5+2*700 = 3400 calls
For those 3400 calls they will get 3400 *5.39 = $ 18326
If that private cyber cafe of Nepal who will generate our call from internet got 30% of that money it will be $5497.8 i.e NRS 4,12,335 ( so if they have to pay for 1,00,000 for local call usage) they will get around 3,00,000 money per week (
As you know we have more than 20 different calling card providers, that means goverment is losing a reveune tax on Rs. 3,00,000 x 20 = 60,00,000 per week, which is equals to Rs 12,00,000. i.e 6,24,00,000, almost 6 core per year
