She doesn't need to wait.
Multiple visa means multiple entry.

I'm not too sure on that man. There's no freaking way she's gotta wait for a year before she can reapply.
Perhaps somebody else could relate to this though..

can return to nepal today and come back tomorrow and then return back to nepal day after tomorrow and then come back to the Us the day after that. Multiple visa means you can go back and forth multiple times without restriction. there is no limit to how many times you can come in a month or year.!

If it's a B2 Visa, i think they'll have to wait another 6 months before they can re-enter US...It is 6 months in US and 6 months OUT. Not sure though.

There is no rule for that if one has valid muliple entry visa. However, this is generally related to mentality of the immigration officer (IO). The purpose of B2 visa is that someone come here for pleasure and return to Nepal. Coming back to US too soon will give th IO impression that there is no intention of staying in Nepal. There has been cases where the immigration officer granted just a month stay for second time just because the gap was very less. However, this varies from one immigration officer to other since it is their sole decision. Generally it is better to maintain a gap of at least 6 months or more to be on safe side.

One of my relative had similar situation. They stayed here for a year (6 month ext) went to Nepal and came after 2 month. At the airport, they were stamped for only 2 months instead of regular 6 month. Hope it helps.
